They haven't changed the Crimes 2.0 side, that is still the same as it always was, +10% xp and skill gain (1 per upgrade)
This is purely removing the extra 15 upgrades that did nothing for crimes 2.0 and compressing the crimes 1.0 bonus down into the first 10.
