The same as pepper spray but ONLY working against:

Motorcycle Helmet
Riot Helmet
Welding Helmet
Delta, Marauder, Vanguard helmets

Still useless vs EOD and Hazmat.

Reasons being that instead of trying to hurt the eyes, silly string blocks out the visor and makes evasion more difficult. Absolutely useless in any other situation.
