Cannot upgrade to do Necessary OCs when trying it's saying our respect is in the negative. Can't do crimes without said upgrades that appear to be bugged.

Your faction has lost respect from being attacked, you have dropped from the 5k that a faction starts with to 3.3k
You migrated your faction to OC 2.0, you need to buy the upgrades to unlock the ability to do OCs in the new system. I'd recommend you to selling off your current faction and buying a new one as that will start with 5k respect at the very least, you are already down a few thousand respect because of all the incoming attacks over the course of past few years.
