I Have noticed that sometimes my crime skill reset. for example I had a crime skill of over 19 in pickpocketing but went to it today and its back down to 7? is this normal or a bug?

When you crit fail you will can skill in that crime.
Crimes tend to level up in difficulty as they go down the list, it's best to start out towards the top and work your way down.
If you are getting a lot of critical failures it means you're likely too low in overall skill to perform well.

Generally speaking, more than 10% fails (soft and critical together) is deemed too much.
If you fail too much then go back and spam more lower level crimes to build up crike experience (CE).
Start with the easier crimes, work your way down. You jumped straight past the easiest ones which would have then given you enough crime XP for better success rates in the ones you are doing.
(Spend your nerve on the easiest 3 or so that are not at 100, and when you max one of those add the next one down to your training)
Whilst each crime has its own skill level, the majority of your success chance comes from building up Crime XP from succeeding on ANY crime (but you lose XP, and skill levels, from critical fails) - the skill levels add additional options and a little bit more on top to your success rate in that specific crime.
