This is going to sound like a cop out answer but it isn't.. play the game. Honestly, most everything you're doing that consumes energy or nerve is giving you experience, you just don't know how much or when the next level is.
Early on, try to focus on getting your battle stats up enough to start taking on Baldrs list. I am a training lead for my faction, if you'd like me to send you the newsletter I send out to new recruits, feel free to reach out to me, but ultimately Turt's recommendation of reading Baldr's Guide is a good one.

TLDR: Attacking and leaving players will give you the most XP towards leveling up. I also recommend going to your "Missions" tab and completing the missions assigned to you by George, as that is meant to act as your tutorial for getting started in Torn.
