When the chain is active. When trying to access the chain's panel, it doesn't allow me to view it.

From memory you cannot open the chain page while traveling?
You cant see the panel while travelling, just the info page from faction
This is intended - you can see the faction chain counter and timer while traveling but you cannot see the live chain page.
