Make dirty bombs mean something

Dirty bomb use has become trivialised as a way for the mega rich to get two achievements they've always had a hard on for but never had the balls to get now that they've seen there's little to no consequences for launching one at a faction with no territory 

 

Solution:

 

Make dirty bombs target a territory not a faction

 

or if still want to target a faction and it doesn't have a territory maybe it's a RNG roll for where their HQ was on the map.

 

Or add two extra achievements, Drop a bomb on a faction holding at least 1 territory and drop a bomb on a faction holding at least 10 territories 

 

It makes no sense to detonate a bomb in torn with no, err, fall out for the person who set it

Implement a dirty bomb cooldown too. I would even recommend implementing grave consequences for misuse as well. A 24 hour limit and if not targeted at territories, a high chance for it to backfire on the faction where he leader made the dirty bomb.

Not too worried about the cool down, it already has an element of that currently according to the wiki I just want it to mess up the map more! Chaos!!!
