If you loan an Empty Bloodbag in the faction armory the only option is to retrieve said Bloodbag. However if you go to your personal inventory you can use or return it. If you use an empty bloodbag it fills it as expected, but then is placed in your inventory opposed to being loaned or returned to faction full.

This is intended. If you want to fill your loaned empty blood bag, you need to do it from your inventory, same way you don't go to the faction page to equip your loaned temps. If you fill up a loaned bag, it is for yours to keep. The item is considered used by you, the new item that is generated from your loaned item does not inherit the loaned property. If you use an empty blood bag from the faction armory directly, it places the newly created blood bag in the armory as the item was not loaned out to you but owned by the faction armory.

Edit: Not to mention, if the generated loaned empty blood bag auto-created loaned filled bags, there would be no logs generated on the faction side so the faction leader will have no clue why there are a bunch of loaned O+ blood bags in the faction armory when they never donated any of those items.
