There had been studies while crimes 1.0 were still a thing. People found that the effect of a failed bust is about unmeasurable. Since only crimes got updated to Crimes 2.0 and Jail with its busting is still the same, i would think it still has almost no effect on your CE to fail a bust.
You could always offset this by doing some proper busts
Busting one out counts as experience?
