why does he say we technically owe him, couldn't he just say that "and yous owe me from the minute we do this deal"? What's technically about it

he just wants to make sure you know you don't figuratively owe him the minute the deal is made.
Cause technically, none of these are real. These are just bytes running on a server somewhere only Ched and his team knows.
Besides talking like a pop culture mob boss, one of the jokes of Duke as a character is that he reaches beyond his vocabulary. This is one of those moments.
Technically, Duke could say "and yous owe me from the minute we do this deal" and technically it would still be correct, but technically, Duke is a very technical person. I would not fret too much over small technicalities.
