Many players rent property then go inactive maybe it be a good idea to put in place a option to evict players who go inactive for after a certain amount of time determined by the development team that way active players can then rent property and the landlords of property being rented csn add improvements before putting the property back on the rental market

What reason would you have to evict them? They paid the rent upfront. If they don't pay upkeep, it doesnt fall on you to have to pay it.
