Torn.report also had a section on their site that's useful for looking at all of the books.
There's 44 books in total but the Duke book isn't actually available so there's only 43 that you can use.

The most reliable way to get books is through being a Subscriber, and they can be received at the start of the month through the Subscriber Reward program.
Other than that they can be bought with mission reward credits, typically around 1500 when they show up. Or you can find them very rarely in the city.
