Special refills are just normal refills but free right? Or is there something else different about it

Yes and only about 100 can be used per week. They are given to player who were once inactive, when they come back to torn
100 per week... does that mean I can use as many refills as possible in a single day as long as that is within the 100 per week range?
Yes that is correct. You can use them all one after another immidietly, so ideal is genereally to do a 99k happy jump and train the entire stack of them while at 99k happy
