why my pickpocketing renew again and again

Your pickpocketing targets will spawn and despawn quickly as they are walking/running/biking by and generally not loitering in the area.
When you fail critically (so instead of green or orange, the outcome is red) you lose exp in that crime. Pickpocketing hard targets crits lots of times, and each time loses a few levels. If you have critically failed (you can see that in logs), you will likely be back to lvl 0
Avoid cyclist and police early on these are high risk targets, also get the other crimes before to 100 before attempting pickpocketing your crime skill isn't high enough to do it yet.
