Good option for any dex whore that wants a decent Slow weapon without spending a fortune.
A lot of Slow weapons around this price range are basically beginner weapons with mediocre damage and accuracy. These have solid stats while still giving you a chance to proc Slow. When Slow lands, it helps widen the DEX vs SPD gap and can make you very hard to hit at the right stat differences. Proc the bonus 3 times and then finish off with a warlord or revit
