I realised that when I was searching for my name, there was someone else with the same name as me. Is this intentional in any way? This is also why the game won't allow me to have my name not in all caps, since it thinks someone else has the same name

Yeah, I realized that. But Why does it prevent me from taking the name Vandal?
Because then your name becomes too similar to the other person. I cannot release that person's name to allow a case change for you because they are a relatively active player.
