Why can't I join a fight when someone gets out the hospital to claim a bounty? I have to wait almost 60 seconds but by then someone already initiated a fight and claimed the bounty themselves, which im sure is after the 15-second mercy rule. Yet my mercy is rule is x4. Bug or script? Its confusing and frustrating stalking timers for nan

It's because they're in an active ranked war and their opponents get priority to prevent heavy outside interference in wars.
