"Hostile Takeover" is missing from the /torn/organizedcrimes API v2 endpoint.
Historically all parts of a chain scenario hit the API at the same time. "Lock Stock" is/has been available at that endpoint since monday-ish.

It will be available when it is added to the API, it does not even have to be done manually.
