So you created another low respect faction to trap new players in? You're just contributing to the problem bud.
The faction has no respect for upgrades and the players would be far better off not joining your faction at all.

If they were willing to war, why would they return to a non-warring faction?
But even so why, would anyone join a non-warring with no perks?
All well and good guiding players but you're offering zero income, no wars, no crime boosting perks, no travel slots. Even if you have some of those perks, they'll still pale in comparison to others, including non-warring factions.
