BUS2300 and BUS2600 give bonus to employee effectiveness
BUS2110 gives "a passive bonus to employee working stats"
what's the difference between the two of them?
I took the first two and all my employee benefit a +12 effectiveness, but BUS2110 gives another +n or improves the stats every employee gains daily?

The passive bonus to working stats multiplies all worker stats by 1.2 (prior to turning that into EE)
You will just notice a change in their overall efficiency, and if you hover over their bonus the "work stats" section will be higher.
If your workers are under the recommended stats for the level if can give anything up to 15 effectiveness (peaking at that amount if their workstats were 83% of each required stat for that role, meaning it would show as +75 before the education and +90 afterwards) and for workers who are already higher than the requirement you are looking at about 2.6 EE for each employee.
