What is more fastest way for obtaining level 15? Focus on Attacking or focus on Training? If you focus on Training you’re more likely taking Xanax which decreases your battle stats. So being attacked and losing is easy for another player. If you’re focused on Attacking you are spending energy essentially gambling the outcome. So what is it? Attacking or Training?

Attacking and specifically leaving gives the most experience. The more stats they have and the higher level they are increases the amount of experience you get too. The targets you get through Duke missions will always be near your stats, but honestly with low HP you can just throw a grenade at them to win regardless of your stats so xanax debuff shouldn't matter too much.
Training is still good for you though anyway
Train a bit / just enough, then speed-run level 15 by attacking and leaving targets. Once you're level 15 just go about your day-to-day and you'll level up gradually.

Attacking other players and choosing 'Leave' after winning is one of the quickest ways to level up. The higher your target's level, the more XP you earn from the victory. That's why it's generally recommended to go after high-level AFK players with very low battle stats (BS). There are some helpful forum threads with target lists you can refer to. The only downside is that those lists are widely used, so you might want to avoid picking the very highest-level targets—since everyone is hitting them, they often get hospitalised.
