For Chat 3.0, and sometimes for 2.0, the flash notifications turn themselves on for all chats.

The settings can only be altered by you and the only reason it may reset to default states is if launch a new version of Chat, which we haven't done in quite a few months now. So whatever is causing this issue, is happening from your end. Do remember that the settings are not specific to chat boxes. So if you turn on Flash or Sound for the DM that is taking place between you and me, it will turn on that setting for all of your DMs, not just for the chat between you and me. So if you are turning it on for someone, then it would apply that setting globally.
