I'm trying to level up using the list of offline players with Apkey. Every time i start a fight someone else joins (because the target list is very short) and steals me the kills, leaving me with no exp. Is that avoidable in any way???

Happened to me a few times very early on.. Sadly they're the slow ones, but steal the kill when we can't hit/finish them quite fast enough
No way to avoid it really except getting stats up, and trying to be as fast as possible.. Pepper spraying target increases your chance to hit
Happened to me around 5-10 times, but after my stats were higher it stopped happening
As you do more missions add the targets that you get to your personal target list. They are more likely to not be on public lists so better chance at a solo kill. Also helps with chaining and events as you grow.
A hard target today is easy in time.
Try the 2nd and 3rd list, they aren't as busy
Like has been stated above, sharing targets cannot be avoided. You can however expand your pool of targets by using custom settings on FFScouter's Target Finder.
Use the custom option and set target Level from 20 to 100. Fair Fight value from 1.5 to 2.2 and filter for only inactive accounts without a faction. Set the resultset to 50 in order to get a list of up to 50 targets that fit your criteria.
To use ffscouter, you will have to register on that website and link your account. Instructions are provided.

I was going to suggest that, but in the extra lists they have bit higher stats than the 1st list.. So he probably won't be able to kill a target with even around 2,500 tbs
