you can drink alcohol to increase the amount of nerve you have, also nerve refills in points building. There's also the torn logo anniversary cake during torn anniversary, but that only appears once a year.
to increase the capacity of your nerve bar, do crimes and earn crime experience (permanent as long as you don't lose CE when you're at the boundary), look for factions with nerve bar increase perk (lasts as long as you stay in the faction and the faction keeps the perk), or invest your merits in nerve bar upgrade (permanent unless you un-upgrade it using merit reset)

I would just add that the most efficient way of spending your nerve to improve your bar is to start with the easiest crimes and work up as you max them - don't jump ahead too much. Your total Crime Experience (which increases your nerve bar) goes up from successful crimes, does nothing from a normal (yellow) failure, but gets reduced by critical fails (red).
Your level in a specific crime is only a small part of the success rate factor, your total CE from all crimes combined is the biggest.
Doing the "harder crimes" gives more money from a success, but you harm your progress and in the long run make less due to all the extra nerve you wasted from the lower success chance.
They are listed in order of difficulty.
