So on torn there’s rules. One of the rules is Real Money Trading:Deletion. My question is if you have several people spamming you wanting you to pay them millions for making a picture isn’t that technically “The exchange of currency or assets on Torn for real-world money or (services)”? And therefore that would mean they’re breaking the rules? Because for example I’ve had people offer that real world service from anywhere from 15m all the way up to 45m torn money for a single picture made with a real world service.

Real money trading is using real money to buy pixel cash. Don't do it.
No that'd be you trading torn services for torn money, nothing of real life. It's mostly been for account selling as far as I'm aware
As long as the picture is being used for torn purposes, ie pfp, comp/fac banners, profile/forum sig, etc. there' no rmt here, since you're trading torn money for torn services. People commission stuff all the time, the graphics forum is dedicated to buying and selling graphics :)
If you were instead primarily using the picture off-site, ex, social media, video thumbnail, album cover art … that would be RMT and punishable.
If you mean they are paying you Torn $ for a RL pic, or real $ for a Torn pic, that is RMT.
If they are paying you Torn $ for you to create them some in-game graphics, that is fine.
