Good idea, it would be kinda funny to stricken hosp a bunch of leveling targets.
Imaginarytruths was a great person, their only real goal in the game was to generate respect for their faction- which they did, over 200k by themselves iirc. They never trained stats because they had known they were terminal, and were happy to be a leveling target.
Unfortunately, part of them not being marked as fallen means that their inactivity makes them a mission target, so they will be hosped/mugged occasionally.
You make a good point; I did overlook this situation.
