how do i increase stealth and is there a way to decrease someone else's...

Hit quick, use stealthier weapons, use mods that decrease stealth. Have appropriate stats, spd v dex.

With 2b dext I have less anonymous fight against me than before, it happens just times to times now. And it s without using tyrosine.

You would have stopped happy jumping a LONG LONG time before then.
If doing it at all.
They are only of benefit while your stats are still very low.
(arguably, as there are reasons not to do them too)
