I got 67 medals, but I got no extra merits?

Depending how many of the crimes 1.0 merits you already had, you wouldn't necessarily get any additional merits at the point of switching.
(You lost some from 1.0, gained some from 2.0 total crime merits, and can get a couple extra per crime from doing them - so you will end up ahead)
Some players who had all of the 1.0 merits went down in total merits at the point of switching.
During the migration it should have shown you a screen saying if you would gain or lose...
