Does the quality stat on a weapon matter? And what does it mean beyond quality?

Quality is just a combination of the weapon's damage and accuracy. 50% of the score is attributed to Damage, and 50% to accuracy.
For instance, if a weapon has a damage range of 42.00 and 47.00 and accuracy of 61.00 and 66.00, and the weapon stats are 44.00 and 65.50, that weapon would have 40% for damage, and 90% for accuracy. Which would put the weapon at 65% Quality.
