As I am unsure if you are shitting or not, a straight answer. No.
Not yet, no - should be in place before Halloween though...
So then how does the laptop unlock additional services while travelling?
It doesn't really do that any more - it used to be the only way you could access certain parts of the game (more accurately both the PC and the laptop did, but the laptop also added a shortcut on the flying screen and the PC needed you to know the URL to access it - TornTools added a PC link later so you didn't need to know it)
The only additional thing they give now is the ability to start coding a virus mid-flight if your last one ran out.
