Do items in the dump count towards circulation? As in if I dumped an item, would that item be counted in circulation in the dumpster or only when it is found?

Yes, it is still in circulation.
When you search the dump you pick up an item that has been dumped by another player. Items dumped don't just vanished, they go into a pool that you draw from when you do a search, so they are still in circulation.
