I have level 65 burglary but do not have the secluded cabin in residential dropdown menu . Is there a reason for it not being there.?

The focused scouting drop-down only includes locations you have already successfully burgled.
You need to use the "any residential" and get it.
Yes, you need to find it through manual search and successfully burgle it before it is added to the focused scouting list.
