Hi. I was trying to level up my card skimming skill, and I'm pretty sure I was gaining experience. I've made over 30 attempts in total, with 11 successful ones, but I'm currently back at Level 1.0. Is that right? How else am I supposed to level up? I Sold some Details too.

You have unfortunately been critical failing a lot.
Start with much easier to complete crimes like search for cash or bootlegging.
You have a hidden stat called crime experience that is universal across all crimes and increases for every success you have. It will affect your overall success rate in crimes. Since you're rather new, your crime experience is likely low, so it would be advised to level up your crime experience by doing smaller crimes as PorpoiseKing suggested. The further down you go, the harder the crime and the more crime experience you would need.
As for the leveling reset, it's not completely a reset, but every time you fail critically your progress goes down, and for lower levels it can sometimes completely reset your level since you didn't have a lot of progress to begin with.
