Bounties seem to be pretty ineffective. I have a long standing feud with one player because he tormented a faction member into quitting, so I mug him whenever I have spare energy or just feel like saying hello. Whenever this happens, he immediately puts 10 bounties on me, but they really have zero effect on anything I do. A minor inconvenience really.
