Short term maybe 15-30 seconds no outside hits a minute is way too long, no ED because that never made sense, then could reduce or eliminate respect gains for the outside hitters to prevent someone swinging in and arbitrarily chaining an rw faction. Could phase any of these options out pretty easily later.
Then find stats to track about mercs and outside influences during wars, eventually group factions that rely on that and impose some sort of penalty or just group them and let them play against other groups doing the same, essentially like a cheater server in other online games. Could do the same for factions that negotiate who wins ahead of time if you wanted to do that. Maybe let factions declare if they will use outside help, then a penalty if they still do, that way you could eventually change back whenever instead of being locked in forever. Either way you'd need a good way to determine if outsiders were hired, then a way to verify who hired who which is labor intensive.
Everything that is done can and will be exploited like always, just the nature of players. But this way you're just making a different group or three to sort wars into, so people that exploit are together and people that don't are together. Could make for several one-sided match ups by splitting the pool, but that's nothing new

That sounds super boring and terrible so you'd quit in not too much time. I'd make the restrictions no stat enhancers, no spending real life money, and no gifts. You've still got a chance that way. With the pacing of this game without those three things you're going to be here for years and years anyways

I'm on the app, can close the tutorial, go to another page, them come back and it's open again. It's a pain to have to scroll half a page to do anything over and over and over
