I'm having the same issue every once in a while. This is a very volatile bug, its reproduction rate is low, even under the same conditions. Problem is the textarea loads with the style "visibility:hidden", so my guess is the WYSIWYG javascript is messing up (mostlikely by not removing this in all of the cases), but it could be a different number of things.
How I got this. Go to my faction link on sidebar, click on a random person's profile, click on the envelope icon.

I was just able to reproduce this while having the developer console open on the network tab. As you can see in the screenshot, all the TINYMCE js files are loaded before the loading of messages.php through AJaX. Given the A (to bring down the WYSIWYG editor) doesn't work if the textarea is hidden, I can only assume that TINYMCE is running only once before the loading of the content though AJaX, instead of running again on ajax.success(). This would also explain why sometimes it works, sometimes it doesn't, it depends too much on the loading speed of the message box content.
As you progress further into the medal line, the ceiling grows but your current position stays the same, this is because the former is calculated from 0 instead of the last time you got that merit. Let's use level as an example.
It shows that my progress is at 96% because it starts counting from level 1 to level 60. Once I reach level 60, it will show the progress as 92% (60/65). This makes the level medal to be always shown in the "Awards you are about to unlock" section, even if I got it 2 minutes ago and it will take me several months to unlock.
If the system were to reset the current position to 0 and use the difference between the last and the next points as ceiling, the "you are about to unlock" text would be more accurate. Using the same example, the system would consider my current level as 3 (current level - level required for last medal, ie, 58 - 55 = 3) and the next point as 5 (next point - previous point, ie, 60 - 55 = 5) and my progress would be 60%. This is a fairly more accurate than 92%, and is less likely to take the space when it's, in reality, going to take me 3 months or more to finally get that medal.
In an ideal world, the system would take into account how long it takes to get the medals, based on several factors such as activity, nerve bar, if in faction, if married, etc, etc, but this is highly impractical. But we can settle for it to not be permanently covered with medals we just got.
It's a script rendered useless because of one of the updates. You would ctrl+a on the items page and paste it on my website, and it would tell you which flowers/plushies/other-museum-items you were missing to complete a set.

If you set your daily advertising budget to something like "836,500" it will be set as "836" instead of "836500". As a friendly reminder, the simplest way to do this is with the regex #D#' to match any non-numeric character and replace them with "".
