I suggested this in another thread in the Attacking Forum and I decided to make the suggestion more formal here.
As it stands now, the attacker always gets the first blow in an attack. But, what if, the person who is attacked had a chance to detect the attack and strike first. Specifically, the attacker has a greater probability to hit first because he/she has the element of surprise, but the person being attacked would have a small probability to detect the attack and strike the first blow. This could be modified to include dexterity on both sides. The probability for surprise could be modified according to a person's dex, while the probability to detect an attack and strike the first blow is modified by the defender's dexterity.

Your question is more complex than it may seem on the surface. An explanation of my views would depend on whether you are referring to the philosophical construct known as Libertarianism, whether you are referring to the historical and cultural origins of this philosophy, whether you are referring to various national Libertarian constructs in Europe (France and Britain, in particular) or the U.S. In many respects. They all center on basic constructs stemming from Liberalism, which like many philosophical viewpoints has some intriguing components with which many people would tend to agree and support. Even this can be divided into classical liberalism and neo-liberalism (or modern liberalism). And, if you really want to get into nuances of Libertarian ideals, you could explore left, right, and socialist conservatism.
In many ways, I would have to agree with Beerstein: no matter what Libertarian construct that many people choose to support, most of the Libertarians that I have known only know and support some of the basic philosophical tenets, but they fail to recognize and grasp the full extent of what being a Libertarian means. More often than not, people that I have known, that claim to be Liberatianism rant about individual freedom and autonomy wanting to minimize government intrusion into their lives, they support Laissez-faire capitalism, and they want to eliminate the welfare state, but yet they are some of the first to complain when they feel the government needs to regulate the use of natural resources, they feel the government should be stepping in to regulate corporations that take advantage of their workers, or they have lost their job and need unemployment benefits. Most people seem to support the basic tenets but are ignorant of, or refuse to acknowledge, further extensions of Libertarian philosophy.
IMHO, the problem is that there is enough ambiguity in Libertarian philosophy as a whole, that unless you clearly define what it is you are choosing to call Libertarian, you will get different responses to societal issues and the role of government.

I must have overlooked ched's statement of the "unassign" all option being worked on.
I can definitely see how the short cool down could be abused -- I hadnt thought about that part yet. However, haveing reset one upgrade, 100 hrs seemed to be way more time than necessary to allow for effective changes in direction for faction upgrades. The unassign all will help with that.
I believe the faction upgrade tree is best update to the game in a very long time. It adds new dimensions of strategy to the game that did not exist before. As such, it has the potential for factions to change strategies as the player composition of the faction changes, or if the faction has a new leader. However, with the many upgrades within a branch of a single tree, the 100 hr cool down to remove a previous upgrade makes changing upgrades a horrendous undertaking.
I understand the need to have the cool down as a safety net to deal with the chance of mistakenly removing an upgrade, and it helps keep people who cant make up their mind on upgrades from continually making changes. Even for these reasons, I feel the 100 hr cool down is too long. Although I personally, would be okay with 1-4 hr cool down, but even reducing it to a 24 hour cool down would be better.
With such a reduction, it would also be beneficial to allow for multiple upgrade removals at once. For example, if I wanted to reduce addiction XX to addiction XV so that I can spend the respect on criminality upgrades, it would be nice to remove all the addiction upgrades with a single click and a single cool down.

Christmas town working well for me. I have yet to find a key, but I do find stuff everyday. Sometimes a little lag, but definitely shows some potential for cool developments in the future.
