Why are you asking permission to give out something for free? Just do it! If people don't like them, no biggie. Not like you're losing money. If anything, you're gaining experience on what people like and will find presentable. Any and all experience (positive or negative) will help you.
Simply put... More cores your processor has, and RAM, the better. For 3D, you'll need a decent graphics card as an onboard chip can only do so much. And I've always preferred Microsoft over Apple. I've always seen Apple as glorified leapfrog computers.
Mine is i3 Quad core and 8gb RAM. I have no issue having Photoshop, Gravit (free alternative to Illustrator), Spotify and Firefox all running along side each other.
My tablet I bought for 29£ from Argos 10 years ago. Still does what it needs to when I need to use it.
I have used GIMP once or twice when I started out, but I've always gone back to Photoshop.
Also note, your monitor size. 99% of stuff you create for use on TORN, you'll be fine creating on a 13" monitor. But if you would like to expand your designing knowledge into web design, brand design, etc... You might find yourself wanting something bigger, 23"+.

I would use Dreamweaver to code your site. It's a WYSIWYG program, and is very user friendly - Plus there are tons of tutorials out there.
Don't know much about App creating. I have Visual Studios for Windows Phone, but have yet to give it a real go.
You could design the site to be mobile friendly. And, create an App that directs to your site when clicked on. Simples.
Funny you should post this thread. I'm in a ruck where i seem to run out of ideas, within the first 10-15 layers, and i end up saving the image to leave it to collect e-dust.
'Smart Filters' in Photoshop is a great 'tool' to use.
Filters > Convert to Smart Filters
It allows you to use numerous effects, and re-edit them at a later time, all on one layer!
