Some days it seems that more threads are created in the wrong section than the correct one.
My suggestion is to add another mission to the ones you do at the beginning of the game. There are several ways that this could work and it could dramatically reduce the ignorance of new players. Due to people never reading through a disclaimer (Ex. Have you read and agree to these terms?), a simple writeup likely wouldn't have an impact.
Possible Options:
1. Have a mission where you must go to each section of the forum, and 'like' a post which you feel is a good post. Now, people would likely just like the first post they came to, but it would require them to go into each section of the forums. Hopefully, they would get a sense of how the forums are set up when doing this.
2.Have a small slideshow where George explains the uses of the forums. Even if it was simply the most commonly misused ones (GD, Q&A, Suggestions, and Bugs & Issues). Still, a chance people would rush through it. Most new players would at least skim through the slides giving them a general idea. The idea of a slideshow would be to prevent people from skipping over the whole thing. People are more likely to read a few sentences in several slides, rather than 3 paragraphs in one writeup.
There are already guidelines in each forum for their use, but let's face it, nobody reads them. If this became a mission, there would be a small incentive to learn, or at least view, a simple breakdown of the forums.(points/money, or even the fact of getting past this mission). Feel free to add your own ideas or critiques.

V1X3N [1669002]I believe there is a thread in the 'Bugs and Issues' forum. If you do a hard refresh (alt-f5) then it should clear up. They are working on a fix.

My mistake. I am on a mac so hard refreshes are "command + R".
(also, not to be contradictory, but it actually belongs in Bugs and Issues)
