TL;DRA full Law Firm PA team starting with about 170,750 Arsons (204,900 Arsons after Law Firm bonuses) worth of Team Crime Experience ended with an 82.61% success rate after a year of (46) PAs . Your mileage may vary, although it is entirely possible for
anyone to do what I've done here regardless of resources. Below, I attempt to argue the use of Law Firms to power level CE of your faction as the goal should be 25 Law Firms for 100 member factions.

PA Team experiment with Law Firms
This all started years ago with my desire to join a PA team and not having a public source of reliable data to learn from and people generally having no clue why they did things they did. When asking for proof led to frustration, I set out to do it myself in a year long experiment.
Objective
Make a PA team with as low of a base CE as possible, then record about one years worth or 46 Political Assassinations with a locked roster to get data and eliminate as many variables as possible.
Variables and Restrictions- All members in at least a 7-star Law firm for duration of entire test
- 1 PA = 650 Arsons; each success is equal to adding 2,600 Arsons to the teams CE.
- Assumed PA failures do not remove CE or only a negligible amount vs successes
- Jails can only be from player Arrests, Bust Failing. and/or OC failures.
- Zero "Pre-nerf" busts
- Assumed that Loophole (Law Firm) adds 20% of your personal CE
- Effects like: Black Easter eggs, and TV company crime experience specials use were not tracked
- Member selection was done in hopes of having as many low CE holders gain meaningful CE as possible
- PA logs and screen shots of crime history were within 24 hours of each PA launch
- Changes to max crime experience lost when jailed were ignored to limit variables.
- Busts CE is estimated at 0.2 Arsons per Bust for my sanity. Busting book was not allowed during testing.
Starting estimated Arson counts below include 60 NNB (estimated as 15k Arsons) in order of CE

2) Red - 47,500 Arsons
3) Runalf - 28,000 Arsons
4) Kuro - 27,450 Arsons

Total CE Gained after 38/46 PAs and natural crimes = 123,933 Arsons

almost 5 months to see our starting CE was probably closer to 70% success rate and not what I had hoped for going in.

Conclusions
Without 1,000 or more repeats of this test, the data only suggests my opinions made here. Take it with a grain of salt.Law Firms are probably best used specifically on your team's highest CE holder(s) for the best cost/benefit while creating as many CE power leveling teams as you can with as low of a success rate your members can tolerate. Prior to testing, my guess was our team would start closer to an 80% success rate. I was wrong as you can see in the graph 1, and more importantly it took almost
5 months to find this out.
For those eager to join PAs it really helps OC leads the more accurately you can estimate your own CE and this is pretty easily doable if you remembered to do one important thing.

Without an accurate starting point things like the
T.S. CE predictor are a nearly useless tool. Between having a base 60 NNB screen shot/log, a CE calculator on TS or one
you make, and the new player
Log page in torn you can even track your CE whilst doing FBI Hacking (very important). You can and should be able to take a lot of the guess work out of planning PAs with the tools available today.
Ideally, it would've been much more valuable to record data on a team closer to 50% success rate, I chose 80%, because it was near impossible to get anyone to participate at lower success rates. I also needed to make the experience not feel like torture to incentivize further exploration.
The charts and numbers below I'll use to argue for building around 70% ~ 80% success rate PA teams because you need to remember that CE in your PA team will grow exponentially throughout the faction by the very nature of crime system in Torn. Ideally, with enough testing we should be able to estimate where success rates and CE will plateau for PAs.
My current hypothesis on this "plateau" given my access to PA history of JUX and a few other factions throughout the years feels like somewhere between 80% ~ 96% at which point it will take like 5 years of optimal CE building to go from 43/46 to 44/46 PAs a year in comparison to dividing that team into more PA teams.

*Successful Arsons above means 95% success rate for Arsons. These numbers above will be used to further argue my point.
Two types of players are used as an example, because not everyone will have the same activity. I used the two examples below in hopes this covers nearly all players.
Player A is sample of a casual players stats with fewer perks.
Player B is more active, but without 5 nerve Alcohol and Pubs which can add 5,000+ Arsons a year.

Images above highlight for casual player A their CE is effectively tripled and quadrupled in a 70% and 90% success rate team respectively after a year.
For the more active player B you are still roughly doubling the speed of your CE gain as long as you can maintain higher than an 80% success rate.
A
100% 99.99% success rate team, which is basically only possible with a few super busters until I see some real data on this and probably
isn't worth the effort or time to strive for over more PA teams. The cap of CE from PAs is almost 30,000 Arsons meaning a PA team won't realistically gain more than 120,000 team CE a year.
[image: cdn.discordapp.com]Comparing and breaking down opportunity cost.Yes, you can currently do Hacking crimes for ~34% more individual monetary gain, but if you are playing for the long run it is inefficient to do so before you've got your faction to 25 PA teams and a 90+ nerve bar so you don't lose nerve regen.
After that, everyone could be doing hacking + PAs with zero consequence, the catch being you need to offset the either
~5% failure rate of hacking with ~24 PAs as Player B if we use
public values of FBI Hacking crimes.

For example a PA lead of a 90% PA team starting a new less successful 80% PA Team would
personally cost the PA lead $200m and 3.2k CE
but net gain the faction an additional $5.9 billion and 3 new members 72,150 CE which of course you can simply offset for the lead with different payout percentages.
Hopefully after reading this far you're convinced that increasing your factions number of PA teams by growing them in faction instead of only relying on poaching or stumbling onto high CE holders is probably the single most underutilized method of strengthening a faction if properly set up. Many factions "waste" high CE holders in teams that clear PA's at above 90% success rates instead of putting them to "work." I suspect there are probably even more players with high CE who either have no clue or worse, lack the desire to really help their faction grow, which I find
disappointing.
In closing, since the
creation of Organized Crimes in 2008 (over 13 years ago) I don't think a single faction has yet to have a full roster of 25 PA teams earning potentially
over 435m a day in total and that's with a modest estimate with 70% success rate. Although a few have gotten close.
Remember, joining a PA team and even leading is possible by anyone regardless of starting resources. With the proper planning it doesn't take forever, so don't sell yourself short by thinking you can't.---------------------------------------
