i wanna participate this year in the Halloween event but i can not buy a basket with out being level five seems unfair that i have bin this level for so long and now being forced to level up or miss out is there any way some one can help me please and thank you

its not for city shop its only for the Halloween event i can not buy the basket for the event since its not some little town to click and walk around in hope you would find treats or drinks
