Solution:
I would suggest a cooldown timer of 24-48h before a member can rejoin the faction. This would at least hamper the efforts to stop a faction from abusing the problem. Also it does not make sense for a player who left/get kicked to join back in a day.

I would suggest to put "Back" button, if the game already started. Don't have to go through Casino > RR process again.
