Why can't I send any money? · · 0 likes

Hi, I'm new to the game,I want to send some money but I can't send money to anyone. Maybe I don't know how but when I click "Send Money" it just says that I have to be careful with scams and I can't input a number or something. Do I need to fulfill some requirement before?

Thanks for the answers
