i like the sounds of this, i have an 8* sweet shop and its hard to find and keep employees. they either go inactive or leave after a week or two after i have spent my hard earned cash building their working stats to be effective in their job positions. it gets frustrating, especially since im trying to rank up. i dont think an NPC should be a permanent fix tho, meaning i think there should be a max amount of time the NPC would be available to you to ensure that your out looking to fill that spot with an actual person. i also like the idea of having the NPC only being 50-70% effective in its roll as well, that alone should get the director out there looking to fill that spot, but id rather have a 3* effective NPC in my company than a 5* employee who "forgot" to log in and drags my company down into the mud. i hate dead weight.
