I have read the announcement for the blood update but haven't been able to find anything about donating blood. So as the title says how do I or someone else donate blood?

I have read the announcement for the blood update but haven't been able to find anything about donating blood. So as the title says how do I or someone else donate blood?
Ok I was at the casino and all of a sudden my 1,102 dollars turned exactly negative and my money I bet was lost.
What happened?
Would I be able to withdraw blood from someone else?

I find the stealth interesting. But I am currently in a personal war with someone and even when they stealth attack me I still know who it is. Because if you fight with someone multiple times you become aware of the weapon and tactics they use and for me and this other person stealth has no factor in this because we know each other so well.
Also if someone got hit in the face that should increase stealth because a hail of mini gun bullets to the face make it pretty difficult to see your attacker.
Nice simple and easy to off load items I need to sell.
