Anyone know what (or if) the limits are on interacting with accounts using the same IP address?
E.g. is it limited to messaging? Or can we interact, send cash, etc. freely?

The IP block was ridiculous. It always was, and always will be.
From a technical aspect, it shows zero understanding of what an IP address is. The world ran out of IP addresses years ago. That means that the only way to stop the internet from imploding is to share IP addresses.
Unless you pay for a dedicated line, many people's IP address won't stay the same for much longer than a few days, so using an IP to track an individual is stupid. Failing this - many companies make a large number of people (up to hundreds of thousands) share the same IP address.For example, everyone I ever invited to Torn was banned because we all used the same Internet company. As a result, I gave up on inviting people almost a decade ago.
Then recently, I was blocked from buying off the market because we were sharing a mobile phone IP address. The other person lives more than 5,000 miles away.
TL;DR: IP tracking was stupid. It should never have been a thing.
