Do helmets that are masked make your attacks be stealthed all the time or do they just boost the chance of it being stealthed?

I think that clothing should also be able to mask you. The bandana would work, as would several masks.
EDIT: Nevermind, just looked on the wiki. Clothing CAN mask you, it turns out.
