Outside of Emforus's fantastic yet unofficial guides, I don't see any reason why "in a state of cooldown" would exclude any step which takes time. "cooldown" is a generic term and, to me, covers the Printing step.
Devs, please consider rewording the merit description to "in the state "Cooling"" or something more specific, or just include all nonzero-duration states.

Initiated the printing stage on 10 Driver's License projects and the merit has not been granted. I did get a medal at the time I expected the merit, for what that's worth.
I'm currently posting this with TornTools enabled but I don't see how that can be related.

Both web and mobile are working correctly now -- faction chat is not shown after leaving my faction. I hadn't reinstalled the app.
1. On web, after clearing site data for torn.com, the faction chat icon is no longer showing.
2. On mobile, after clearing the app cache, there is no change. The faction chat icon is still present and opens to show the chat history from before I left the faction.

1. On web (Chrome, macOS), it shows 99 unread faction messages. When I click the faction chat icon, nothing happens on the UI. There is an http request to the chat server and a 400 error in response to that.
I tried clearing site data with no effect.

Please review the 250R+ suggestion thread created by Isca [672082] about being able to enable/disable the website in the Bootlegging crime:
I feel like we should be able to pause/shutdown the website when we choose to. Maybe require spendinghttps://www.torn.com/forums.php#/p=threads&f=4&t=163448415010 nerve off and 10 nerve and some cash (10nerve increments similar to when starting the website) to start it back up again.
It just worked for me.
Same here, I get a 550 error when I click either Energy or Nerve links. Should we open separate bugs, or DM an admin directly, or what?
Good thought, but it appears the online store is still sells what stock you have even if you don't have a laptop or PC on hand. Oddly, any DVDs you've queued will continue to be copied too.

I went to collect fund from my online store, it succeeded and granted me the advertised amount and the crime level bar went up a bit, then immediately went back down a bit. The crime still advertised the same amount available to collect. I did that again, it granted the amount again and the crime level increased. This time the crime level stayed put and the crime indicated no more money to collect.
