Dear Tornizens, I have just witnessed an appalling abuse of staff power in favour of Relentless.
This is going to be a long one, so here’s the tl;dr first:

>Relentless extorted FLUX
>FLUX refused to pay
>bogie forced FLUX to pay under implied threat of fedding

Last month, Relentless decided to extort FLUX for its Casino racket, worth $25m per day. Understanding that if we refused, we would be S7’d, we initially complied. We arranged to have payments made to Relentless every Sunday, and that first Sunday was paid. We did not like this. It felt scummy, giving our cash to a bunch of far wealthier players who had not earned it. Unlike most of their extortions, they had demanded 100% of our racket’s wealth.

The next Sunday rolled around, and we decided to let Relentless come and take the money for themselves: we were not going to pay. Money was not sent, and Relentless failed to stick to their threat. The next Sunday came, and ItsZahid proceeded to begin berating us for not paying up. ItsZahid then noticed that our leader, Swatsicle, was a committee member, and proceeded to accuse us of scamming him by not surrendering to the extortion attempt.

This was obviously nonsense. We could hardly believe that anyone would think that FLUX refusing to be extorted by Relentless could be considered us scamming them. As my friend Waifu put it, “this is beyond r*tarded, like actual knuckle dragging levels of r*tardation”. Shortly, however, Swatsicle was contacted by bogie, who had mysteriously thought that Relentless had a case here. Debate was had, but every argument put forward by Swatsicle was deflected, ignored, or outright countermanded with little reason provided. If bogie wishes to dispute this, he can bring up screenshots himself. To bogie’s credit, he was actually amenable to our position at the start. But once he’d had a chance to confer with ItsZahid, bogie’s position quickly solidified against us.

Swatsicle was unable to ever convince bogie that we were not scammers. That is when I contacted bogie to ask what would happen if FLUX did not pay Relentless their extorted money. That is the screencap above. I made the case for FLUX not being scammed, and I got further that Swatsicle did. The reason I got further seriously troubles me. Whereas Swatsicle was unable to properly converse with bogie, I was able to do so only after promising to make a political mess if bogie did not listen to me. That should not have worked.

Any staffer with integrity should have rejected such an advance. But as became increasingly clear in both my and Swats’ conversations with bogie, he cared far more than is justified about Relentless’ interests, and about what they might do to him if they didn’t get “their” money. Maybe they blackmailed him, maybe they know him irl. I suspect, however, that Relentless would simply make a GD thread about how bogie hates them in an attempt to make life much more difficult for him. For this reason alone, I believe, bogie actively supports Relentless.

We continued for several screenshots’ worth of conversation, until I proved my case. Both FLUX and Relentless agreed that their relationship was that of extortion, and bogie himself agreed this. Given that extortion is not a trade, not an exchange of any sort, but instead the exaction of money or property under threat of violence, then the victim of extortion cannot have profited from the relationship. If the victim cannot have profited, then their non-compliance cannot– by definition – be a scam. Of course, there is very little way out of that argument other than to outright state that bogie will be enforcing staff corruption against us. As I had made my threat, bogie knew he couldn’t continue to put pressure on me while I was able to screenshot him doing so. And thus the conversation abruptly ended.

After many hours’ deliberation on bogie’s part, he flatly rejected the argument, claiming to not understand its relevance. He demanded FLUX pay up, I referred him to a host of middle-ground options that both I and Swats had presented him. We were prepared to lose out significantly, just so long as bogie did not illegitimately benefit Relentless. It seems, however, that aiding Relentless was all he cared for.

bogie is actively working to help Relentless, both he and they are corrupt and corrupting the game. This is not simply a one-off. This is undoubtedly routine. First-timers are tentative and cautious when attempting to get then-unfamiliar staff to corruptly help them. Relentless took a blatantly non-scam case, called it a scam, then told bogie to force FLUX to pay up. This is not gameplay, this is routine corruption.

TL;DR: DBs should be cheaper, easier to get, and cause more trolling effects (not just destroying progression). This makes Torn more volatile, and therefore fun.

 

 

The Problem:

Dirty Bombs are massively expensive, massively underwhelming, and are almost solely considered a faction-based mechanic. Because they are a faction-based mechanic, they form part of the massively boring treaty standoff between the HoF alliances. This is bad.

 

 

Three Solutions:

 

1. Make Cesium much more common, or require much less of it to make a DB.

 

DBs currently require 100 Cesium to be built. Cesium is spawned into Torn as a rare subscriber reward, and as a rare city find. Cesium is currently valued at well over $500m each. The one DB currently in a bazaar is priced at $80bn. DBs should not be cheap, but this is unusably expensive. Only around 1,100 individuals have the kind of networth that can actually get and use a DB, and they really have no incentive to do so.

 

Cesium/DBs should become sufficiently easier to acquire that DBs fall to a more usable price point. This should be negotiated by Devs and Committee, based on how DBs are likely to be utilised in future. By lowering the cost of DBs, players will much more readily use them. The more DBs there are, the more there will be players with the agency to use them. This adds opportunity for drama.

 

 

2. Change how DBs are built

 

To make a DB, you need 100 Cesium, a 20-man faction, the DB lab upgrade, a Hazmat suit, and about 170-200 hours of sitting on your ass slowly getting irradiated. This is part of what helps lock DBs in as a faction mechanic. There is no way for individuals/groups to covertly produce a DB, and anyone attempting to make a business out of manufacturing has to deal with just not playing Torn properly for a week each time. This is only worth it for the merits, not for profiteering or deploying DBs.

 

Instead, either the manufacture of DBs should be made more convenient within a faction, or it should be possible to do it without an entire faction setup. Some kind of new shop or black market-style interface could be a solution, or the creation of an arms manufacturing company.

 


3. Change DB effects

 

The current DB concept is... poor. Its purpose is to dock a faction's respect by a chunk, hospitalise and partially irradiate their unprotected members, and lock down travel out of the city. The respect cost is meaningless for larger factions, but delete-worthy on smaller ones. Being irradiated is a little annoying, as is a hosping, but these effects can be mitigated by Neumune, by flight, by Hazmat suit, and by having allies. Where the DB does actually impact gameplay (reversing respect progression and hosping you for a day or two) it is invalidating those players' ability to play Torn. This is unhelpful and boring for all involv.

On activating a current DB, so long as no other DB is about to activate, you select a target faction. That faction, after a short waiting period, will lose 5% of their respect, plus 70-100k respect. Their unprotected members will be hosped for 48-72 hours, take a 99% rad debuff to stats for 21-30 days, lose their current happy/energy/nerve bars, cancels their OCs, and are unable to leave or be kicked for 72 hours.

I suggest the effects change to be more like this (bearing in mind DBs would be more common):

- DBs don't target factions, they target a specific faction-owned territory. This may cause the target territory and connected territories to be vacated due to fallout, letting DBs be used as a breakthrough mechanic (see linked suggestion for a space to discuss that)

- A percentage of members of the faction owning that territory, and a smaller percentage of factions owning any connected territories suffer 18-48 hours' hosp, 40-80% rad debuff, lose their current happy/energy/nerve bars, have their OCs cancelled. This would reduce how much DBs outright stop people playing, while still being a ballache to deal with. The fact this can cause collateral damage (by hitting connected factions' terts) would add drama.

- The faction owning the targeted territory loses respect equal to 10% or 250,000 (whichever is lower). This removes DBs "use" as faction deleters, while still docking noticeable amounts of respect.


- The faction loses access to one perk tree for 72-144 hours (either non-stackable, or limited-stackable). This damages a faction's capacity do provide buffs to its members. It does not walk back progression, but reduces current and future gains. If this turned off a faction's Steadfast for a few days, they might get rather upset. By not having a consistent specific effect, affected players would have to re-evaluate how they do things for a few days.


- Torn flights are not disrupted unless the target territory was near the airport. If there are more DBs, without this there'd be way more days where nobody can fly because someone wanted to spite M / CR / NS. Noobs would suffer, rather than getting to join in the (s)laughter. But since turning flights off is also funny, it should still be an option.


- If the target territory was near the racecourse, races are disrupted. Similar to the airport, if your purpose in Torn is to troll this is guranteed to cause outrage. Might need to be disabled for dev-supported racing events.


Conclusions:

I want to see more drama. Drama comes from trolling, politics, the desire to prevent loss, and the desire to make gains. But drama can only happen when there is both opportunity and ability. With cheaper, more plentiful, easier to acquire DBs, more players will have the agency (opportunity) to take matters into their own hands.

 

By toning down the fac-member-disabling effects, gameplay is denied to fewer people and for shorter amounts of time. By selectively or randomly hobbling particular functionalities (flight, racing, faction perks, and the OCs of the afflicted) progression, tactical movement, and forms of competition can be disrupted. This is then prevented from reversing or invalidating progression by not making these permanent and decisively crippling.

On the off-chance the linked suggestion about disrupting territories is also supported, DBs would also get more use as linebreaker tools in large-scale territory wars. Rather than knocking down wall defenders at the cost of $80bn per go, only to be c**kblocked at the next territory, it could become possible to open a salient for $10-20bn and engage more flexibly in wars.

I would love to see, erm, anything at all actually happen in Torn, and am eager to see discussion on this.

Supposedly the newer crimes are mechanically simpler, so maybe Ched's gonna do a burst of releases at 1-2 months apart like when crimes were new?

 

If that's the case, I'd not be suprised if the initial release is delayed to have the other 1-2 crimes catch up in development.

 

There's a huge part of the year where nothing happens atm (January-August), so releases could well be there.

Depending on how the UK parliament takes it, real-money buy-ins and payouts are not necessary features to incur regulatory oversight.

 

Loot caches, while not technically considered gambling, has already incurred scrutiny and is part of the reason why Torn now has odds clarification for its caches.

However, the Commission has said that it is concerned about the blurring of the line between video gaming and gambling.

This called for regulations to be made to extend the 2005 Act to loot boxes. A July 2020 House of Lords committee report on gambling harm also called for loot boxes to be brought within the scope of the Act.
