Most of Iranians do not wear Burqa or Nighab and it is not mandatory anywhere or by the government

but what is mandatory by government is Hijab which comes in forms of rusari (not very common outside) Chador (only common among religious women and it is what you see circled women are wearing) shawl (which most of our girls wear to be safe from the islamic regimes goons usually loosely around the neck)

if you do not wear Hijab in public if you are in a car the car gets a fine if you are on foot and morality Police see you they will fine you arrest you and take you to sign a testimony that you won't do it again usually in a van

these arrests are usually violent ones 

yes there were some instances of burning the face of girls of Iran with acid it wasn't directly ordered by government officials but the government never prosecuted the criminals for doing such a hate crimes
